I'm not sure how much you know about Google's Project Fi cell service, but it's a cell service that uses a combination of carriers to provide pretty good call and data coverage. I use it, because I only pay for the data that I actually use, which keeps my cell bill pretty low. Here's a link for more Project Fi info.
I now need to acquire a 2nd line for a business, but it doesn't look like I'll be able to do that with Project Fi. Fi currently only provides one number per gmail account. You also can't forward a Google Voice number to a Project Fi number, which would be awesome. You can use the Google Voice app on a Project Fi device, but you won't be able to receive any calls made to the Google Voice number.
Even though the call quality isn't as good as what I had with another cell provider, I was happy with the service. Sadly, because of needing a 2nd line, I'll have to cancel my service. I'll wait a month to see if anything changes. Google is pretty tight lipped with any changes to Fi. The last time I contacted them about a possible family plan, I was told that nothing was happening. Within a few days of being told that via Google support chat, the Project Fi family plan feature was launched. I'll wait a month and see what happens.
Here's a transcript of my most recent chat with Fi support:

Hi! How are you?
Me
4:36 PM
What's the best way to
get a 2nd project Fi number?
Me
4:37 PM
I don't want to have to
switch out sim cards on my phone or get a 2nd phone.
Anastasia A (Google Chat Rep.)
4:38 PM
I can definitely assist
you with this!
Anastasia A (Google Chat Rep.)

With Project Fi you can
only have one number on your account.
Anastasia A (Google Chat Rep.)
4:39 PM
You would need to activate
service with another account and you would also need a device for that account.
Me
4:39 PM
So would you recommend
that I use/pay another cell provider, and then use Google Voice for free to
have a 2nd number ring on my phone?
Anastasia A (Google Chat Rep.)
4:40 PM
Google Voice does not
work with Project Fi. However, You can use the Google Voice app on your device.
Anastasia A (Google Chat Rep.)
4:41 PM
I do have a link to an
article with further information about this.
Anastasia A (Google Chat Rep.)
4:41 PM
Would you like for me to
share the link with you?
Me
4:41 PM
I know Google Voice
doesn't work with Project fi. My question was about using an outside service.

So would you recommend
that I use/pay another cell provider, and then use Google Voice for free to
have a 2nd number ring on my phone?
Anastasia A (Google Chat Rep.)
4:44 PM
I'm saying with Project
Fi, you are unable to use Google Voice. However, you do have the option to use
the Google Voice app on your device.
Me
4:45 PM
It doesn't sound like
you want to answer my question or don't know how to help me.
Me
4:45 PM
The Google voice app
doesn't do me any good on my Project Fi phone
Me
4:46 PM
The app allows me to
call from a different number if I create a new gmail account but it doesn't
receive calls.
Me
4:46 PM
I also can't forward a
new Google voice number to a project Fi number.
Me
4:47 PM
Would the only way to
keep my existing Fi number be to cancel Fi and transfer than number to Google
Voice, and then have that number forwarded to a number provided by a cell
provider other than Google?
Anastasia A (Google Chat Rep.)
You can definitely do
that. When you cancel the service you will have the option to transfer the
number to Google Voice.
Me
4:52 PM
Is there any reason to
not cancel? Is Google working on something that would allow Voice numbers to be
forwarded to Fi or some way to get a 2nd line. It sounds like the only solution
to my current problem would not monetarily benefit Google.
Anastasia A (Google Chat Rep.)
4:54 PM
I have not been informed
of Google working to allow Google Voice to work with Project Fi. I do apologize
for any inconvenience this may cause. I know this would be a really awesome
feature to have as a Project Fi customer. I would suggest to send in a feedback
in your app so our engineers can take a look at it. We always look for ways to
improve our service.
Me
4:57 PM
Thanks for your help.
I'll go ahead and look for another provider and use Google Voice for free.
Anastasia A (Google Chat Rep.)
4:58 PM
You're welcome.
I'm sorry we were not able to get this fully resolved for you today. Is there
anything else I can assist you with?
Me
4:59 PM
No. You answered my
question.
Anastasia A (Google Chat Rep.)
4:59 PM
It was great chatting
with you today! Here at Google we always look forward to customer feedback.
Would you mind staying in the chat for a brief survey over our interaction
today?
Me

Do I get any Google Play
store credit for doing the survey?
Anastasia A (Google Chat Rep.)
5:02 PM
I'm sorry there is no
Google Play Store credit for completing the survey.
Me
5:02 PM
I'd rather not complete
the survey. Have a great day.
Anastasia A (Google Chat Rep.)
5:03 PM
Thanks for contacting
